Shyam Benegal and Pahlaj Nihalani

Here’s some good news for filmmakers and moviegoers. The Central Board of Film Certification has finally given its consent to the new suggestions by the Shyam Benegal committee to bring in more categories of films, instead of chopping off scenes. This new step by the CBFC means that they will have a limited role in censoring cinema.

The current rules and guidelines require the CBFC to issue an A certificate to adult content, but not without chopping off scenes that they find unsuitable for viewing. Now, the sugesstions of the CBFC will be sent to the I&B Ministry. These recommendations will be accepted when the Ministry moves amendment to the current Cinematograph Act/Rule.

On Monday, the CBFC Board in the meeting questioned how new categories like ‘Adult With Caution’ (A/C) with excessive adult content will be defined. Although, there’s still no clear vision on how movies will be certified for TV viewing. A source said, “If there are going to be no cuts or deletions from films how will they be tailored for TV viewing? That is an issue that the government will have to take a call on.”

The recommendations by the Benegal committee include the U and UA categories dived to UA12+ and UA15+ and the A categroy to be divided further into A and AC (Adult with Caution) categories. The CBFC has lent its support for online certification of movies, but is concerned over the suggestions on out-of-turn certification wherein an applicatnt will need to pay five times the fees that would be paid in the normal course of certification.
